My bills show that my phone has been ringing this number (which is an international number) frequently since November 2017, sometimes for a could of seconds others for minutes, resulting in bills amounting to over £120.

I don't recognise this number, have never rung this number, no one else has rung this number. My Provider's only resolve of this problem is to block my phone from making or receiving international calls, effectively reducing the functionality of my phone - can anyone offer some help and advice.
